International Videoseminar on "Exploring the Results of Governmental Open Source Software Policies" will take place with the assistance of IIS
On December 17, 2009 the World
Bank will host the international videoseminar "Exploring
the Results of Governmental Open Source Software Policies" organized by the
Global Information and Communication Technologies Department (GICT) Department and the ECSPE e-Government Practice Group (e-Gov PG) of the World Bank in
collaboration with the Expert Advisory Group of the Council under the President
of Russia on Information Society Development, Institute of the Information
Society, Institute of Contemporary Development and Russian Association of Open Software.
The subject of the seminar
will be discussion of experience of countries which most logically pursue open
source software policy in public administering. Special attention will be
devoted to Brazilian experience.
Videoseminar "Exploring the Results of Governmental Open Source Software Policies"will be comprised of two
sessions: local (14.00-16.30) and global (17.00-20.00).
Local session will be held at Moscow office of the
World bank (B. Molchanovka str., 36-1, office 109) and will be devoted to
discussion of use of solutions based on open software in e-government projects
and its impact on increasing transparency, security, interoperability and
decreasing corruption.
It is planned that
representatives of federal departments and public authorities of Russian
regions, members of the Expert Advisory Group of the Council under the
President of Russia on Information Society Development, representatives of
international organizations and leading Russian companies will take part in the
event.
The results of the Russian
session of the international videoseminar will then be presented to the global
audience.
Global session will be devoted
to discussion of Brazilian experience in development and implementation of
state strategy on open software use in public sector, the key component of the
strategy was creation of Brazilian State Portal of Software (Portal do Software
Público Brasileiro). This topic will be covered with a report by Eduardo Santos,
project manager of the Ministry of Planning of Brazil.
The following discussion,
which will be participated by representatives of public authorities, expert
community, public sector from a number of European and Central Asian countries,
will be devoted to the following issues:
• Elaboration of public policy in the sphere of open software
(key participants, approaches)
• Implementation of open software applications in public
sector (successful examples)
• Business-models for providing stability of open software
solutions.
