The Directorate of Regional Programs implements programs and projects related to development of the Information Society in the Russian regions. These activities include developing concepts and strategies of electronic growth and building the Information Society and the Knowledge Economy while taking into account the specifics of the Russian Federation regions.

The Directorate participates in preparing the programs and action plans aimed at implementing the existing strategic documents, takes part in implementing projects that demonstrate the benefits of the use of ICT, and consults decision-makers on strategic issues of socio-economic development at the regional level. The Directorate generally conducts its activities in cooperation with regional partners and in close contact with the legislative and executive authorities in the regions.

The Directorate works in close cooperation with other divisions of the Institute, especially with Directorate of Russian e-Development Partnership and Directorate of Monitoring Information Society Development.

The Directorate of Regional Programs of IIS has participated and continues to take part in the following projects:

• Participation in Developing the Systems Project of Creating the Moscow Citywide Information System 1997-1998 (participation)
• Infocity Moscow Project 1998 (initiation), 2000 (implementing the pilot project in the L.N. Tolstoy Central Library #1 in Moscow), 2003-2006 (participation as part of the e-Moscow program)
• Developing the comprehensive program of Moscow's Advancement towards the Information Society (e-Moscow 2003-2007) – 2001-2002 (management)
