Was born on January 21, 1955 in Mozhaysk city of the Moscow region to the family of a military man. In 1972 left secondary school with a gold medal and the same year entered the Military Academy n.a. Felix Dzerzhinskiy, graduated in 1977 with a specialization in "Programming" (with honors degree). In 1977-2005 saw duty in the 4 Central Research Institute of the Ministry of Defense of RF, where he rose from the rank of  junior researcher to the rank of the head of department, from lieutenant to colonel. Has a degree of candidate of technical sciences (1989), academic title of the senior researcher (1994). In 2005-2006 he is a leading specialist of the "E-Moscow" OJSC, since 2006 till present has been working at the Institute of the Information Society. Lives in Yubileyniy city of the Moscow region, married, has an adult daughter.
