English-Russian Glossary on Information Society

One Hundred Basic Terms

Access to information and knowledge

1. Assuring that there is universal availability of the strategies and tools essential for the effective use of knowledge: it means accessibility to networks, infrastructures and services, as well as the content that is relevant for political and socio-cultural citizenship; it is a facility that enables citizens to communicate with the relevant outside world.

2. Access to information and knowledge as a subject of discussion. The problem arises and is being solved in the process of solving contradictions between a trend to transborder monopolization and standardization of ICTs and information and a trend to decentralization and adjustment of them to local tasks.

All terms are presented in the version edited by the Authors. Comments and suggestions please address to info@iis.ru
